An additional
director-general of police-rank officer of Rajasthan, attending a mid-career
training programme (MCTP) at the SVP National Police Academy (NPA) in
Hyderabad, was shunted out of the academy for 'misbehaving' with Telangana
& AP governor ESL Narasimhan on Monday evening.
The
1989-batch IPS officer, Indu Kumar Bhushan, an ADG-rank officer of Rajasthan
cadre awaiting posting, along with 35 other IPS officers came to the NPA to at
tend the MCTP scheduled between September 19 and September 30.
Governor
Narasimhan, a former IPS officer himself, had attended the inaugural session as
guest of honour. After the inaugural session, Bhushan picked up an argument
with Narasimhan, a former Intelligence Bureau chief, over an RTI-related issue
and misbehaved with his aide-de-camp (ADC).
The
session was also attended by IPS trainees.
Later in the
evening, the NPA terminated Bhushan's participation in the MCTP , emplaned him
and sent him back to Jaipur. Bhushan was unavailable for comment. However, IPS
officers, who were part of the programme, told TOI that though the Rajasthan
officer did not want to leave the academy , NPA authorities forced him to fly
back to Jaipur on Monday night itself.
According to
reliable sources, who were part of the MCTP , Bhushan posed uncomfortable
questions to the governor after the latter raised some points about the misuse
of the RTI Act. "Quoting some examples about the misuse of RTI Act from
his personal experience, the governor told the gathering that some people are
acting like mafia and misusing the RTI Act. Narasimhan said such people should
be prosecuted," an IPS officer, who attended the event, said. The sources
said the governor gave two examples an applicant wanted to know details of his
Balaji temple visits and another wanted to know the names of all the visitors
he had in the past decade to drive home the point.
"Bhushan
told the governor that the latter should have given the information sought by
the RTI applicants and it was improper to say that such applicants should be
prosecuted as there are enough provisions in the CrPC to handle misuse of
information," an NPA official said.
After the
governor's talk, according to the sources, Bhushan used abusive language
against Narasimhan's ADC and even misbehaved with him. "ADG Bhushan had an
argument with the governor. He misbehaved with the ADC. After the incident, the
officer has been sent back to Rajasthan. Bhushan had a problem at the academy
on an earlier occasion too and was sent back," SVPNPA director Aruna Ba
huguna told TOI. Rajasthan director-general of police Manoj Bhatt told TOI that
the NPA officials informed him about Indu Bhushan's misconduct. "I was
told that Bhushan had an unnecessary argument with the governor and he used
abusive language against the ADC. The NPA director said they will send a
detailed report about the incident soon. Based on the report, we will take
appropriate action," Bhatt added.On March 9, 2015, Bhusan had filed an RTI
with the NPA seeking information on cancellation of his nomination for the MCTP
Phase-V and requested a10-point reply. The NPA sent a reply to the officer on
April 8, 2015.
Bhushan, who
was earlier working as additional DGP (Jails), was put on awaiting posting
order (APO) by the Rajasthan government after a verbal duel with jail
authorities there. A doctor, posted at the Jaipur central jail, had complained
against Bhushan's behaviour and even approached a local police station with a
complaint.
