Obstruction to flight path near HAL Airport: One building demolished another under the scanner: RTI

A high rise building constructed beyond permissible limit was found to pose obstruction to the flight path near Hindustan Aeronautics Limited (HAL) airport and another structure has been constructed adjacent to the airport without No Objection Certificate (NOC).
While the former was demolished in 2022, with regard to the latter, the Directorate General of Civil Aviation (DGCA) is ascertaining the extent of violation.
These details were revealed in response to a query under the Right to Information (RTI) Act.
A query was sought from the Airport Authority of India (AAI), DGCA and HAL seeking details of how many high rise buildings in Bengaluru are posing obstruction to flight paths near HAL Airport and the Kempegowda International Airport (KIA) for the last 30 years (Between 1994 till date).
The DGCA and AAI replied that as per its records and latest survey report, KIA does not have any high rise building posing obstruction to its flight path.
However, HAL in its response said that there are obstacles like trees, poles, antennas, towers and buildings.
“In addition, there is a structure constructed adjacent to HAL Airport without NOC for the location. The top elevation of the structure is being ascertained by DGCA to determine the extent of violation.”
To the query on how many buildings have been demolished or removed to ensure that there is no compromise on the flight path, DGCA and AAI replied that for KIA no demolition action was necessitated.
HAL in its response said that a structure constructed beyond the permissible limits by a builder in Koramangala was demolished during 2022.
Though the HAL airport has ceased commercial flight operations since May 2008 after the KIA in Devanahalli was commissioned, it still sees flight movements on a regular basis.
HAL sources said that on an average there are about 100-125 flight sorties per day of which 70% are test flights and the remaining 30% are non-scheduled flights.
“Both the fixed and rotary wing platforms of HAL and the Indian Air Force are flight tested at the airport and there are non-scheduled flights which comprise charter flights including VIP flights and training flights of major domestic carriers,” HAL sources said.
Sources added that in addition to these flights, HAL Air Traffic Control (ATC) handles 300 flights which fly over Bengaluru.
