OPSC exam scam: Rights body demands probe

The Odisha Soochana Adhikar Abhiyan on Wednesday demanded the Governor to conduct an inquiry into non cooperation by the Odisha Information Commission (OIC) and the Odisha Public Service Commission (OPSC) in providing complete data under RTI Act to an aggrieved over irregularities in an examination conducted for the Junior Lecturer posts in 2010 by the OPSC.
Addressing a Press meet here, Abhiyan convenor Pradip Pradhan said one Sudarshan Maharana of Angul district appeared for the examination.
But as he failed to the clear the examination, on April 18, 2011 Maharana through the RTI Act asked the OPSC to provide his answer sheet copy and the photo copies of those who have cleared the examination.
He also said there were allegations of gross irregularities in evaluation of the examination copies and massive corruption in selection of candidates. After getting no reply from the OPSC, Maharana again on May 30, 2011 knocked at the doors of the OPSC through the RTI Act.
But as the Public Information Officer (PIO) provided misleading information by not providing the answer sheet copy sought for. Consequently, Maharana on October 10, 2010 lodged a complaint with the OIC regarding the matter.
Hearing the complaint, the OIC on February 10, 2012 asked the OPSC to provide the carbon copy of the answer sheet and as per the direction of the OIC, the latter on July 2, 2012 provided the photocopy of the answer sheet, which was incomplete and misleading.
Interestingly, in the photocopy of the answer sheet provided by the OPSC, it was found that the answer sheet was mischievously given wrong marks. Maharana later approached the OPSC Chairman and demanded for a probe into the matter but in vain.
As it was alleged that the first page of the answer sheet was manipulated, again on February 6, 2015, Maharana knocked at the doors of the General Administration (GA) Department and asked for photocopy of the first page of his answer sheet. Later, the GA Department sent a letter to the OPSC and as the OPSC didn’t give a reply of the letter, Maharana again lodged a complaint with the OIC.
And in 2017, State Information Commissioner Sashiprava Bindhani started the hearing and asked the OPSC to provide the first page of the answer sheet for which the OPSC was forced to provide the same. Pradhan said the data provided by the OPSC in 2017 was not matching with the data provided earlier and demanded the OIC conduct an inquiry.
But the OIC said Maharana that all the data was provided and the file closed.
Maharana on August 16, 2018 has also submitted a letter to the Governor to probe in the matter.  Maharana, meanwhile, threatened that he would knock at the doors of the Orissa High Court in the matter in coming days.
