Raman Sharma,
the RTI activist who went missing last week, had approached the lokayukta in
July for an investigation into third party inspection certificates that were
allegedly issued for advance dates to a HUDA contractor.
The same
contractor, Brij Gopal Construction Company, filed an extortion case against
Sharma in Faridabad on September 24. The activist, who lives in Malibu Towne,
went missing on September 26.
But while the
contractor has accused Sharma of blackmail, an internal probe by HUDA has found
that inspection certificates for master sewerage works were indeed issued in
advance.
On Monday,
HUDA's Gurgaon administrator Anita Yadav sent memos to officers seeking an
explanation how such certificates could have been issued.
According to
Sharma's daughter Vyoma, who shared with mediapersons the email sent by the RTI
activist to the President, Prime Minister, chief minister and director general
of police before he went missing, HUDA officers connived with the contractor in
a Rs 1,200-crore fraud in construction of master storm water and sewerage
drains.
Sharma, in
his email, has claimed that HUDA engineers gave undue favours to the contractor
company for the allotted work, including construction of the Badshapur drain.
Along with
the email, Sharma has attached copies of the third party inspection reports
that he obtained through RTI pleas. Sharma has alleged 16 reports were issued
for advance dates, between October and December 2015.
"The
inspection report for dates that are yet to come cannot be actual and I doubt
fictitious reports have been procured from the third party inspection team,
which is a serious matter. Therefore, you are directed to explain the position
immediately...and if the reports are fraudulent and fictitious then fix
responsibility also so that disciplinary action can be initiated against the
defaulters," Yadav wrote in one of her memos to the engineers.
When contacted,
Yadav said, "It is a very serious matter if they have overlooked such
fictitious inspection reports and let them pass. I have asked the officers to
report to me by Tuesday, else disciplinary action will be initiated against
them."
