State Chief
Information Commissioner A K M Naik said on Saturday that it was necessary for
RTI activists to be trained about the process of filing RTI applications, so
that there are no issues with disseminating information.
Speaking on
an occasion to observe the passage of 10 years since the Right to Information
(RTI) Act was instituted, he said, “Since 10 years have passed after the Act
was gazetted, it is a good time to take a look at it. While some feel that
amendments are necessary, it may cause problems. However, change is inevitable.
I believe that those who file RTI applications must be trained in the aspect so
that there are no issues,” Naik said.
Naik added
that while most persons want information about a particular subject, they
digress into other aspects while filing the application. “Hence, we do not know what information to give out,” Naik
said, adding that suggestions on improving the Act were welcome.
Earlier,
Information Commissioner L Krishnamurthy said, “When applications are filed
incorrectly, even those who are genuinely seeking information will be deprived
of it. We get very poor RTI applications, which is the root cause of the
problem,” he said.
Later, former
minister S K Kantha said that corruption was seeping into every department. “In
fact, courts these days are interfering with the dissemination of information
for RTI applications. Efforts must be made to strengthen the Act,” he added.
Former information commissioners K A Thippeswamy and Virupakshaiah also
attended the event.
A book titled
Police and RTI was also released on the occasion by Naik.
