Cantt
officials in 2007 had promoted two candidates from the SC/ST category to the
position of senior grade clerks, posts that were meant to be filled by
officials from the general category, reveals an RTI filed by a city-based
activist.
Puneet Sharma
filed the RTI under the pseudonym "Pradeep Chaudhary" in September
2014 seeking a list of persons appointed by the Meerut Cantonment Board in 2006
and 2007, along with a list of persons who were eligible for those posts. The
reply revealed that the two vacancies opened up in 2006 for senior grade clerks
after two general category clerks were promoted. The posts remained vacant till
2007. While two candidates from the SC/ST category were appointed, nine general
category clerks were eligible for the post.
In 2007, the
reply read, promotions were made as per rule 54 of Cantt Fund Servant Rules
1937 and Department of Personnel & Training, Government of India, Ministry
of Personnel, Public Grievances and Pensions vide Office Memorandum dated July
2, 1997. The rules of appointment were sent along with the RTI.
However,
documents provided by central public information officer of Meerut read,
"Vacancies arising from retirement and promotion of candidates belonging
to different categories shall be filled by appointment of candidates belonging
to the categories to which the relevant roster points."
"This
clearly points at the fact that there have been certain loopholes while
appointing clerks and Cantt officials have not gone by the rules and regulations,"
Sharma said.
