State
information commissioner T Rama Naik has fined Bangalore urban additional
deputy commissioner G V Sinappa, who is also the public information officer, Rs
25,000 for failing to furnish information under the RTI for 13 months.
The orders
were issued after Sinappa failed to provide information pertaining to theatres
being allowed to function who have obtained permission since the year 2000 in
the city. S Anand, resident of Banashankari and founder of Vishwa Kannada Samaj
Hitrakshana Samithi, had filed an RTI application on June 5, 2013 seeking
information of licenced theatres with their names and addresses.
As the
information was not furnished to him, Anand made an appeal before the
commission on September 17, which was first heard on January 25, 2014.
The
commissioner asked Sinappa to furnish the information within 15 days.
Sinappa
failed to comply. In his order, Naik said, "Once the application was
received, Sinappa should have furnished information within 30 days. If his
office doesn't have any such information, he should have forwarded the
application to the officials concerned. But this process was ignored. This is a
serious offence."
Naik ordered
the urban deputy commissioner to cut Rs 5,000 for five months from Sinappa's
salary. He also ordered Sinappa to pay Rs 1,000 compensation to the applicant.
