The slackness
of regimes of jails across Gujarat is reflected in the number of hardened
convicts and undertrials who escape while on a parole or furlough, or elude
escorting staff. Very few have been rounded up.
The state CID
crime department had for the first time in 2007-09 counted more than 400
convicts and undertrials who had escaped from jails while on furlough or
parole. As many as 317 were in major jails and sub-jails of the state. Of the
317, nearly 82% of convicts who had absconded on parole or furlough are dreaded
murderers.
A fact-sheet
obtained by TOI under the Right to Information (RTI) Act in 2008-09 revealed
that around 222 convicts across Gujarat have escaped while on furlough and 95
escaped while on parole. Almost 90 have vanished without a trace and have
escaped while being escorted to courts or hospitals over the past six years.
The
fact-sheet also reveals that the maximum cases were recorded in Ahmedabad with
70 convicts escaping from jail while on parole of whom 50 are murder convicts.
In Vadodara,
20 convicts jumped parole of whom 10 are murder convicts. Of the 222 convicts
who jumped furlough in Gujarat, 128 are from Sabarmati jail of whom 118 are
murder convicts. In all, 76 convicts jumped furlough from Vadodara jail, of
whom 68 are murder convicts.
