Internal vigilance cell (IVC) which had found 37 cops guilty of various omissions and commissions in the past three years is clueless as to whether the authorities concerned took action against them or not.
A senior cop attached with IVC said the cell is a toothless body of state police as it is still awaiting the reply on action recommended against 37 cops.
Data accessed by TOI under the RTI Act reveals that the vigilance cell received as many as 6,126 complaints between January 1, 2008 and December 31, 2010 and the cell found the 37 cops guilty of accepting bribe, favouring one party against another, procedural lapses and for harassment.
One DSP-rank officer was found guilty by the IVC of procedural lapses though the cell received a total 900 complaints against DSPs in three years.
DSP Kashmira Singh of district Ludhiana guilty for procedural lapses in February 2010. Moreover, in 2000 complaints, people made allegations against constable rank and head constable rank cops and IVC found 13 head constables (HC) and six constables guilty of the charges.
The RTI reply has also revealed that only one inspector Nirmal Singh of Jalandhar police, nine sub inspectors from different districts, including Kapurthala, Ludhiana, Amritsar and Mansa were found guilty by IVC though there were over 1000 complaints against the cops of these ranks.
The 37 guilty found cops also included seven assistant sub-inspectors (ASIs) rank officials from different districts.
The RTI reply also revealed that IVC has also not maintained complete record of complaints. The RTI query was filed seeking the record of five years, as IVC staff members expressed their inability to provide the record of five years, time limit was reduced of three years. ADGP (IVC) Mohammed Mustafa claimed, 'Most of the complaints are frivolous and a majority of the complaints had been disposed off when they reached IVC sleuths through several channels'.
