Weak RTI reply on Tuli paper mill spending

According to Hindustan Paper Corporation Limited – the company overseeing Nagaland’s white elephant, the Tuli paper mill – the “actual expenditure” incurred from July1, 2007 till April 30, 2009 by the mill was ` 3675.56 Lakh.
This expenditure was under various heads and needs under rehabilitation of the mill, said the document provided by HPCL to an earlier application seeking for information through the Right to Information Act (RTI) by mill worker But the response of the company was apparently not too convincing, and another RTI application demanding more elaborate explanation and supporting documents have been filed by an RTI activist.
The various heads under which expenditure was stated to have been incurred were land development and civil structure work (` 209. 62 lakh), repairs and maintenance of existing plant and machinery (` 19.42 lakh), miscellaneous fixed assets (` 49.67 lakh), employees’ related payments (` 1, 284.73 lakh), repairs and maintenance (` 17.71 lakh), other administrative overheads (`161.19 lakh), security expenses (` 123.46 lakh), CST and VAT (` 3.41 lakh), other miscellaneous expenditure (` 46.30 lakh) and technical fees (` 1, 150.60 lakh) and “old outstanding dues to CISF” (` 609. 45 lakh).
That apart, the reply of HPCL to the mill workers’ application apparently didn’t convince. A regular RTI user, Chuba Tangit from Mokokchung sought more elaborate information to the queries raised by the Tuli paper mill’s workers, also through the RTI earlier. He has addressed a counter-application to the company today.
The citizen sought proper response to a heading for expenditure listed by the company. Reasons, with supporting documents, are sought about what nature or kind of “civil structure works and land development” was undertaken by the company to have incurred expenses of ` 209.62 lakh. The details of the work and land development undertaken, tender documents indicating the names of the contractor or firm allotted the work for rehabilitation of NPCC mill at Tuli.
Supporting documents detailing the ‘repairing and maintenance of the existing plant and machinery’ for the incurred expenditure of ` 19.42 lakh is sought; supporting documents for the “employees-related payments” amounting to ` 1, 284.73 lakh, clearly specifying the period of payment made to the officers and workers of Tuli paper mill is sought.
The citizen also said that the reasons for expenses incurred in “miscellaneous fixed assets’, ‘repairs and maintenance’ and ‘other administrative heads’ need ‘further explanation’ and supporting documents.
Further, the company’s listed expenditure of `1, 150.60 lakh is abnormally high, the RTI activist said. The reasons and supporting documents must be made public as the fee is abnormally high and also elaborate what underlying is within the term “technical”, Tangit stated in his application.
Supporting documents and elaborated reasons are also sought for the rest of the listed expenditure such as CST and VAT and all outstanding dues to the CISF.
