Appointment to 3 posts: RTI activist plaint to PU chancellor

CHANDIGARH: An RTI activist lodged a complaint over the appointment of three Panjab University officials with the vice-president of India, who is also the varsity's Chancellor. These appointments would be placed before the Syndicate during its meeting slated for September 26.
In his complaint addressed to the Vice-president Mohammad Hamid Ansari, Rajinder K Singla mentioned that the university has made three appointments under the garb of emergency appointments in violation of the PU calendar's provisions.
Singla alleged that Regulation 5 an Page 111 of PU Calendar, Volume-I, 2007, was deliberately and malafidely misinterpreted by the vice-chancellor to adjust Amandeep Singh Marwaha as training-cum-placement officer in University Institute of Applied Management Sciences (UIAMS), Kanwal Jit Singh as station manager in School of Communication Studies (PU Community Radio Station) and Anil Kapoor as public relation officer (PRO).
The vice-chancellor has the authority to make emergent temporary appointments for a maximum period of one year, but his power is confined to the recruitment of teachers only, he added.
Moreover, according to the Panjab University Act, 1947, and regulations framed thereunder, the term 'teacher' includes professors, readers, lecturers and others. They have to be approved for imparting instructions in the university or in the institutions managed by it and designated as teachers by the Senate, Singla added. Elaborating further on the duties of a teacher, the Calendar clearly states that he is to impart instructions in accordance with the prescribed curriculum, examine candidates for admission into degree and honours courses in the subjects committed to their charge and take part in works assigned to by any of the varsity bodies. However, no such role is played by those in charge of these three posts, Singla alleged. Meanwhile, university authorities could not be contacted.
