RTI rejection rate falls to 3.26%, government tells Lok Sabha

The rejection rate of applications filed under the Right to Information (RTI) Act has declined significantly over the past decade, dropping to 3.26% in 2024–25 from 7.21% in 2013–14, the government informed the Lok Sabha on Monday.
In a written reply, Union Minister of State Jitendra Singh said applicants who do not receive a response within the stipulated time, or are dissatisfied with a decision by a Public Information Officer (PIO), can file a first appeal before the designated appellate authority. A second appeal may subsequently be made to the Central Information Commission (CIC).
He further noted that applicants who believe they have been provided incomplete, misleading, or false information can directly lodge a complaint with the CIC or the respective State Information Commission.
Data on RTI applications received, disposed of, and rejected along with reasons for rejection are published in the CIC’s annual reports, which are available in the public domain.
The minister added that evaluating the effectiveness of the RTI framework is an ongoing exercise. The government has issued guidelines for third-party transparency audits of proactive disclosures made by public authorities. The CIC continues to monitor the progress of these audits and follows up with departments to ensure compliance, he said.
