100 Group A non-faculty posts vacant at PGI, says RTI reply

As many as 100 Group A non-faculty posts are vacant at the PGIMER, Chandigarh, with an RTI reply showing that 100 posts have not been filled. These include supervising staff, who are responsible for administration, and supervision of several Group B staff, and setting standards of teaching.
The reply to RTI applicant Ashwani Munjal shows that many posts are pending because of non-specific rules, candidates not applying for the posts, lack of eligibility of candidates, tribunal orders etc. These vacancies, says a senior official, in the long run, will prove to be detrimental for the standards of research, medical education, teaching, administration etc at PGI. Some of the key vacant posts are those of a clinical psychologist, assistant clinical psychologist, educationist-cum-lecturer of English, lecturer of radiology, biostatistics, medical technology, speech and hearing, associate professor NINE, principal and lecturers for teaching students of nursing. Also vacant are posts of medical officer in staff clinic, dietician, assistant dietician, senior dietician, tutors in radiology, radiotherapy, speech and audiology, bioinformatics etc.
In the Engineering and Planning Department of the Institute, more than 340 posts are vacant, including technicians, plumbers, mechanical and electrical staff, masons, boilermen, sweepers, and work attendants. In the revenue cadre, over 40 posts such as junior engineer, assistant engineer, gardener, draftsman, accounts officer, clerks, and office attendants also remain without permanent appointments. Most of the vacant posts belong to technical staff like electrical technicians, mechanical workers, biomedical technicians, sweepers, and gardeners, important for the maintenance of the infrastructure of the hospital.
As per the latest data, 131 faculty and 1,874 non-faculty posts are lying vacant at PGI, with the shortage affecting patient care. There are 732 faculty posts sanctioned at PGI, while 601 are filled and 131 remain vacant, and of the 8,265 sanctioned non-faculty posts, 6,391 are filled, and 1,874 remain vacant. One of the issues flagged several times is the requisite number of hospital attendants, with out of the 519 sanctioned posts, only 191 filled, and 328 vacant. The PGI Nurses Welfare Association has also flagged the shortage of 3,000 posts, and the last review of the nursing cadre at PGI happened in 2015. At that time, a proposal was made for 1,500 new nursing posts, keeping in mind the growing shortage of staff. This proposal was sent to the Health Ministry in 2016 but has been pending since then.
