Chief Minister Pinarayi Vijayan said in a press conference that it is false propaganda to say that the funds received for flood and COVID relief funds were diverted and spent. "The money from the relief fund cannot be taken and spent as it sees fit, nor can it be diverted. Management of Relief Fund
The Chief Minister's Relief Fund is managed through an electronic platform. Contributions will go to an account in the name of the Principal Secretary, Finance. The money will reach the beneficiaries through bank transfers through these accounts. Funds cannot be used without the knowledge and seal of the Finance Secretary. The relief fund is administered by the Revenue Department. The Finance Secretary cannot withdraw or deposit money at will. The amount that can be allocated by the Collector, the Revenue Secretary, the Revenue Minister and the Chief Minister are fixed as per government orders. Only the cabinet has the authority to sanction an amount above that. All the information about the relief fund comes under the Right to Information Act. This account is audited annually by the Comptroller and Auditor General (CAG). The Legislature is also empowered to examine the income/expenditure accounts of the Relief Fund.
