The home ministry and cultural department pondered about taking legal measures in the wake of the release of the Hema committee report, but abandoned it midway due to interference from higher-ups.
The report was handed over by the Culture Department to the Home Department. It was also passed on to the DGP. The committee in the report had recommended the Supreme Court's order to take strict action against sexual harassment in workplaces. Another proposal was to file a case under IPC 354 against actors' fan clubs' degrading actresses on social media.
At the time of submission of the committee report, an assigned team started work to prevent the report from coming out. There was also an attempt to influence some of those who collaborated with the committee.
The main report states that the Hema Committee has collected more than 70 documents to prove the crimes. The women actors handed over WhatsApp chats, audio and video clips to the committee. Another section was that the committee videotaped some of the statements and put them on pen drives and CDs. The committee also received documents from other sources. The annexure containing all these was not released under the RTI Act. This is due to privacy and personal security concerns.
These documents are kept in the secret locker of the Home Ministry department inside the secretariat. A copy was forwarded to the Legal Department for perusal and analysis. Another was given to the state police chief.
