2 public info officers fined 40k for RTI norms breach

State Information Commissioner (SIC) Yogesh Bhatt fined two public information officers (PIOs) a total of Rs 40,000 for failing to provide information under the RTI Act about the rehabilitation of displaced persons in Tehri. Bhatt also expressed dissatisfaction with the appointment of non-gazetted officers as PIOs. He directed the Tehri district magistrate to appoint only gazetted officers to these positions.
Bina Semwal, a PIO from the special land acquisition office in Tehri, provided the information a year late, only after SIC’s instructions. Semwal was fined Rs 25,000 and issued a warning against delays in providing the information sought under the RTI Act. In another case, Dhirendra Singh Negi, an executive engineer from the infrastructure rehabilitation division in Tehri, failed to provide a satisfactory explanation for his negligence during the hearing. A fine of Rs 15,000 was imposed on him.
