The State Information Commission (SIC) has directed the Director of Urban Development to appoint a competent officer with unquestionable integrity as Public Information Officer (PIO) of the Mapusa Municipal Council within next 30 days of the order. The Commission has further directed the Directorate of Urban Development to initiate a penalty against head clerk Rajendra Bagkar.
The Commission also issued a show cause notice to the Mapusa Municipal Council head clerk Rajendra Bagkar, who is also the PIO of the Council, for failing to provide information within stipulated time to one Jawaharlal Shetye from Khorlim-Mapusa.
The Commission in its order dated August 24, 2023, has also asked Bagkar to remain present before the Commission on September 25, 2023, along with the reply to the show cause notice.
The Commission also directed Mapusa Municipal Council chief officer to depute Public Information Officers, Assistant Public Information Officers and dealing hand staff with respect to the RTI applications for training on the Right to Information (RTI) Act within 45 days from receipt of the order.
As per the order, Shetye had sought certain information under RTI Act 2005 but as he was not satisfied with the information provided by the PIO, he approached the commission.
Bagkar submitted before the Commission that he had requested Shetye to provide specific details pertaining to the information sought, but no information was provided and that was the reason that he was unable to furnish the information within the stipulated time.
