Haryana takes stringent steps to recover amount of penalty imposed by SIC under RTI Act

The Haryana government has implemented stringent measures to retrieve penalty amounts imposed by the State Information Commission (SIC) under the RTI Act of 2005. All controlling authorities have received directives to collect penalty funds from the State Public Information Officers (SPIOs).
In an order released by Haryana chief secretary Sanjeev Kaushal, it is also stipulated that controlling authorities should withhold issuing Last Pay Certificate/No Dues Certificate to the respective SPIOs until they have remitted the outstanding penalty amount.
Furthermore, a compliance report should be sent to the Registrar of the State Information Commission, Haryana.
The order emphasizes that the government views this negligence on the part of controlling authorities seriously.
Consequently, the government has decided that the penalty amounts must be recovered from the concerned SPIOs without delay.
Failure to adhere to these orders by public authorities will result in strict actions being taken against them, in accordance with the provisions outlined in the Haryana Civil Services (Punishment and Appeal) Rules of 2016.
It is worth noting that a Monitoring Committee has been established to oversee the retrieval of penalties levied by the State Information Commission, Haryana, as per Section 20(1) of the RTI Act of 2005.
During the meeting, it was resolved to furnish an updated list of all cases where penalties have not been collected by the Commission to the respective Secretary/HOD for more effective recovery.
