State Information Commissioner Rahul Singh has imposed a fine of Rs 25000 on a school principal of Satna in the case of return of postal RTI application. Singh investigated one of the cases and found that there is sufficient evidence in the case such as postman's note on the returned postal envelope and receipt of mail.
Refusing to take RTI application can now cost the officials heavily. Now if any officer refuses to take RTI application, then he will have to pay a fine of 25000. In fact, in order to hide the information, many officers refuse to take RTI applications in their offices. Because the officers assume that if the RTI application is refused to be taken in their office, then the RTI application will not be considered as filed and they will be saved from further action.

Singh clarified in his order that under Section 6 of the Right to Information Act, all citizens have the right to file RTI applications and if a Public Information Officer refuses to take RTI applications, then he violates this section.
If the same officer refuses to accept the RTI application, then the RTI applicant can file a complaint before the commission under section 18 of the Right to Information Act. In the same section 20, there is a provision to impose fine against the guilty officer for refusing to accept the application without any reason. In the past, a fine of 25000 was also imposed on the station in-charge of Singrauli because the post of RTI application was returned by him four times.
He used to come again and again and return the mail. Along with imposing fine in this case, State Information Commissioner Rahul Singh also directed for disciplinary action against the station in-charge as the station in-charge was unable to handle the postal system in the police station.
