Cops have issued a look-out notice against me by fabricating a NBW: Margao businessman.

Floyd Coutinho approaches HC to get it cancelled; info obtained under the RTI Act reveals there is no such non-bailable warrant against him.
Margao businessman Floyd Coutinho, who had earlier accused the police of falsely implicating him in a case, has now accused the men in khaki of issuing a look-out notice against him by fabricating a non-bailable warrant (NBW).
However, information obtained under the Right To Information (RTI) Act has revealed that there is no such non-bailable warrant against him in the State even as he has now approached the High Court of Bombay at Goa to get it cancelled.
Coutinho, who is in London said the Intelligence Bureau, Ministry of Home Affairs, New Delhi issued look-out notice against him based on the false information given by the police stating that a NBW was pending against him in the Judicial Magistrate First Class (JMFC) “C” Court, Margao, in a forgery and cheating case registered by the Maina-Curtorim Police.
According to Coutinho, when the complaint was filed by one Deepak Pai Kane, his name was not even mentioned as accused but he was later implicated in the case.
Coutinho has now filed a complaint against DySP Sagar Ekoskar and South SP Abhishek Dhania to the MHA, for trying to falsely implicate him and for misuse of power and to cancel the look-out notice, which he stated, was issued based on misrepresentation of facts.
Coutinho said that PSI Deepesh Shetkar of Maina-Curtorim Police Station submitted before the court that the Special Investigation team (SIT) (Land Grabbing) has issued a look-out notice against him. But in RTI reply, DySP (SIT) Santosh Desai has stated that there is no warrant or look-out notice issued against Coutinho.
Meanwhile, the State Police Complaints Authority (SPCA) will hear the complaint filed by Coutinho against SP Abhishek Dhania, DySP Sagar Ekoskar and three others, who were attached to the Maina-Curtorim Police Station on November 10.
Coutinho told Herald that the police are trying to rake up old cases when he has been acquitted in four cases while, he was discharged in one case and in another the court granted `A’ final summary. He alleged that the police are trying to implicate him only because he refused to pay a bribe to DySP Ekoskar. He said that he has sent copies of the complaint to the PMO, President, Goa Governor, Chief Minister, DGP and GHRC, asking for CBI inquiry into the matter.
