No permanent campus for 48 govt colleges: RTI query

Tribune India: Chandigarh: Monday, 23 August 2021.
An RTI query has brought out that of the 67 government colleges started between 2015 and 2020 across the state, 48 lack permanent campuses. The institutes operate from schools, government and private buildings, and temples.
More than 30 colleges, primarily set up to take higher education to the grassroot level, function from schools, while seven colleges operate from government buildings. Three colleges run from temples, while another three operate from private buildings.
Certain colleges are housed in “dharmshalas”, reveals the RTI query sought by education rights activist Deepanshu Bansal.
The lack of infrastructure is not the only concern. The number of students in some colleges remains a cause for worry. In all, 14 colleges have less than 100 students.
Government College, Morni (Panchkula), which opened in 2020, has just three students, while Shri Mata Mansa Devi Sanskrit Government College, Panchkula, has 12.
Of the 67 government colleges, 18 were constructed at the cost of Rs 268 crore. The cost of one college building was borne by a private organisation.
Another problem is of human resources. In all, 46 of the 67 colleges are functioning without regular principals. Of the 19 institutes that have permanent campuses, 11 are functioning without regular principals.
Vijay Bansal, president, Shivalik Vikas Manch, said: “The inordinate delay in constructing campuses is a deliberate attempt by the BJP-JJP government to benefit the corporate sector, which has opened several educational institutions.”
