RTI activist protests against 15 schools in Ludhiana for not submitting annual reports

The protest was held against 15 schools which have failed to submit their annual reports as per Section 19 of the Punjab Regulation of Fee of Unaided Educational Institutions Act, 2016, and Rule7 of the Punjab State Regulation of Fee of Unaided Educational Institutions Rules, 2017, with the competent authority for 2017-2018 and 2018-2019. These include leading schools in the city.
To regulate the fee of unaided educational institutions, the state government passed the Punjab Regulation of Fee of Unaided Educational Institutions Act, 2016, and the Punjab State Regulation of Fee of Unaided Educational Institutions, Rules, 2017, after the intervention of the High Court in a public interest litigation filed through Rohit Sabharwal.
As per Section 19 of the Punjab Regulation of Fee of Unaided Educational Institutions Act, 2016, every unaided educational institution shall prepare its annual report by a qualified chartered accountant, giving full account of its fees received during the previous academic year, and forward a copy thereof to the regulatory body.
An RTI filed by the activist reveals that 15 leading schools failed to submit their annual reports (Form D) for 2017-18 and 2018 19 with the competent authority. Here it seems that there could be a huge embezzlement in the accounts of school fees, alleged Sabharwal.
The Office of the Divisional Commissioner, Patiala, was bound to impose penalties and cancel their affiliations (as the case may be) of these schools for not submitting their annual reports. However, the Office of the Divisional Commissioner failed to take any action against the schools for understandable reasons.
Sabharwal alleged that the Office of the Divisional Commissioner was working hand in glove with the schools and it was the reason they failed to take action against them as per the Punjab Regulation of Fee of Unaided Educational Institutions Act. — TNS
