The
case of two RTI petitioners from Hanumangarh who received condoms in an
envelope, allegedly posted by the gram panchayat, instead of a reply, has now
taken another twist. The woman sarpanch of the petitioners’ village Chani Badi
in Bhadra tehsil has filed a complaint with the State Women Commission against
the RTI petitioners, claiming that the video showing condoms as the reply to
the RTI query is doctored, with the aim to malign her reputation. The district
administration has also formed teams at district as well as block level to
investigate the matter.

Kumar, chief executive officer (CEO) of Hanumangarh Jila Parishad told TOI,
“The petitioners had filed an RTI query with the gram panchayat, asking for
details of the development projects undertaken since 2001 and alleged that they
received condoms instead. The woman sarpanch of Chani Badi on the other hand
claims that they had posted the correct reply to the RTI petitioners. She has
filed a complaint against the petitioners with the State Women Commission,
stating that this incident has taken place only to tarnish her image.”
The
matter came into limelight when the two RTI petitioners Vikas Choudhary and
Manohar Lal, stated that last week, instead of the requisite reply, they
received used condoms wrapped in a newspaper, which was apparently posted by
the gram panchayat.
The
district administration of Hanumangarh has started an enquiry into the matter
and Kumar said, “We are looking into the matter to find the source behind this
incident. There are two teams of our officials who are talking to all the
stakeholders to get a clearer picture, and we will get the report in the next couple
of days. The two teams one at district level and another at block level, are
probing separately so we get a fair conclusion. Most likely, whoever sent the
condoms was trying to create mischief due to personal animosity.”
