The CSWO is
suspecting manipulations in Meghalaya Energy Corporation Limited (MeECL) with
regard to the recruitment of jugali.
In a statement
issued to the media on Wednesday, CSWO president Agnes Kharshiing said that
MeECL brought out an advertisement in 2011 and the physical test and personal
interview were conducted in the year 2012 in Tura and Shillong. The result was
brought out in 2016. According to an RTI filed, those who passed were 772
candidates. RTI was further sought by a candidate to the Jugali post seeking
the score sheet of the physical test (Race 800 Mts) and personal interview
along with the copy of recommendation of the selection committee.
“The MeECL
PIO (public information officer) provided only the combined scoresheets which
contained the marks of all the participants. The MeECL PIO also claimed that
there were no other documents for this interview except the combined score
sheets,” the CSWO statement said.
“What is
strange is where are the score sheets for the physical tests and the personal
interview which were conducted at different centres and on different dates.
There were eight groups of selection committees for the personal interview so
how can they all be using only one combined score sheets,” it added. CSWO
pointed out that the combined score sheet contains the names in order of merit
and if this was used for the interview, the names of candidates in Shillong
were entered first while the interview was conducted first in Tura.
“According to
what is revealed in this combined scoresheet, there are about 800 candidates
who did not receive any marks for the physical tests but received marks only
for the personal test. This indicates they had passed the physical tests but
for reasons best known to the authorities their marks were erased,” Kharshiing
said in the statement.
“According to
the notification, the results were declared after being approved by the Board
of Directors according to the recommendation of the selection Committee but
strangely again there are no documents made available to indicate the
recommendations of the selection committee. How then can the Board of Directors
approve and agree without the recommendation of the selection Committee,” she
questioned.
She alleged
that government records have been tampered with. An FIR in this regard has been
filed by a candidate at the Shillong Sadar police station on July 21.
“It is sadly
noted that the jugalis who had also applied for the posts (many according to
the combined scoresheets were unsuccessful) were appointed on contract basis
and are meagerly paid Rs212 per day and get no leave. This is sheer
exploitation of labour while MeECL being a government-owned company requires
many more jugalis to provide regular services,” the statement said.
Also, CSWO
pointed out that MeECL is not contributing to the Employees’ Provident Fund for
these contractual jugalis when they should as the Employees’ Provident Funds
and Miscellaneous Provisions Act, 1952, applies to any other establishment
employing 20 or more persons and MeECL is also not paying them equal pay as
paying the regular jugalis, as directed by the Supreme Court.
