A nursing
home managed illegally by 'quacks’ with the help of local health officers
finally faces criminal proceedings after a query under the Right to Information
(RTI) Act exposed the racket.
Surprisingly,
the action was taken only after the State Information Commissioner (SIC), Hafiz
Usman, in whose court the matter came up for hearing, had summoned the chief
medical officer, to come with the entire facts on the matter.
Disclosing of
above action here on Monday afternoon, Usman revealed that one social activist
hailing from Bijnore had filed an application under the RTI Act, with the CMO
office in Bijnore, seeking details of how Harsh Nursing Home, was running in
Suhagpur area of the district, and that what degree does it’s owner Kusum
Singh, is having to run the nursing home etc.
Usman said that the activists filed several reminders after failing to
get any reply and finally he knocked the door of his court and filed an appeal
in this regard.
Usman further
claimed that he directed the CMO office to reply to the query but when even his
directions have been ignored, he issued notice to the CMO of Bijnore, asking
him to make personal appearance and file a reply. He also imposed a fine of Rs
250 daily for the delay on the CMO. According to Usman, the CMO, Dr RK Saksena
finally appeared in his court and informed that he (Saksena) enquired the
entire matter during which, nor Dr Kusum Singh
or Dr Mahendra Singh, who both were running the nursing home, provided
any documents, through which they got registration.
Saksena
disclosed that the nursing home was also not registered with his office. He
said that Dr Kusum Singh, had shown a clinic registered on the address on which
she was running nursing home. He said that they also failed to get any
certificates which pointed that the doctors managing the nursing home had any
degrees, so he immediately got the nursing home sealed and also get a criminal
case registered in the matter under the guidelines of the Medical Council of
India (MCI). Further investigations are on by the police.
