information provided by PMC is incomplete.
The Pune
Municipal Corporation’s (PMC) health department on Friday provided documents
worth Rs 1.35 lakh to a Right To Information (RTI) activist free of cost. The
department failed to furnish response to Bharat Surana’s queries within
mandated time.
Surana had
asked for details about the medical expenses made by the department on the
civic body’s corporators and employees between 2009 and August 2017. The Right
to Information Act 2005 mandates timely response to citizen requests. It also
stated that if the officials fail to provide the information, the PMC will have
to bear the expenses.
Surana, a
resident of Sahakar Nagar, had filed an RTI on June 2 this year. He said, “The
PMC was unable to provide the details within the stipulated time. Subsequently,
I filed an appeal to assistant health chief Anjali Sabne on August 19 in this
regard.”
Surana claims
that the documents that would have costed him Rs 1.35 lakh were given to him
for free. However, he alleges that a lot of details in the files are still
missing. Surana informed, “I got the documents free of cost. But, the details
provided are incomplete as a lot of information is missing. Data including the
rules for purchase of medicines, bills, audit report and details regarding the
tender process is not included.”
When
contacted, Sabne refuted Surana’s allegations, saying, “There was a delay in
providing the details as the information was a part of old records. We have
given him the documents free of cost owing to the delay and followed norms of
the RTI Act. The documents provided by us are complete and Surana’s claim of
insufficient information is false.”
