The central
information commission (CIC) has introduced an e-court software which would
help in speedy disposal of appeals and complaints. The system offers online
filing of appeals, complaints and disposal. As soon an applicant files a
complaint with the commission, the system will generate a unique number which
can be used to track its status.
Even if the
application is filed offline, the system will generate SMS/email alert to the
applicant. The alerts will be generated to inform the applicant at the stage of
registration, issue of facilitation memo, scheduling of the case hearing and
also at the stage of decision uploading. E-court will offer an online search
facility which allows a user to search for file, hearing notice and decision.
The e-court
system introduced by the commission will help in reducing the pendency of
cases, said union home minister Rajnath Singh while launching the system at the
two-day annual convention of the CIC in Delhi on Monday.
Singh
appreciated the use of video-conferencing by the commission to hear cases. Last
year about 11,000 hearings have been done through video-conferencing, Singh
said. “This is a good facility for people living in the far-flung areas.”
He said that
the need of the hour for the government is to be transparent, answerable and
smart. The government should provide information to its citizens along with its
performance, he said.
The home
minister said that now maximum possible information is being made available on
the websites of government departments and agencies. This transformation has
gained momentum after the advent of RTI Act. He also recalled that the prime
minister had said last year that the dream of ‘Digital India’ is closely linked
with the transparent government.
He emphasised
on the need of an ‘integrated response system’, where every citizen has a
single window to reach the government for fulfilment of needs.
He said that
the RTI can play an important role in making governance corruption-free, smart,
sensitive, transparent and answerable. RTI Act provides a strong foundation for
public trust and cooperation, he added.
