Nagaland
Ecological & Sanitation Management Society (NESMS) has submitted complaint
to the Chief Information Commissioner (CIC), Nagaland Information Commission
(NIC) against PIO of the National Rural & Health Mission (NRHM),
Directorate of Health & Family Welfare, for furnishing of ‘false
information’ and failure to provide information within stipulated time of 30
days.
In a
complaint to the CIC, the NESMS managing director and social activist S.
Lepzung Jamir pointed out that an RTI application was submitted on April 15,
2016 and the applicant waited 62 days for NRHM authority to furnish
information.
The complaint
stated that the PIO also did not communicate in any form to the applicant the
reason for not furnishing the information on time.
Therefore,
the applicant filed the first appeal to the first appellate authority (FAA),
the principal director of H&FW, Kohima on June 16, 2016, requesting to give
necessary direction to the PIO concern to furnish the information as stated in
the RTI application.
It stated
that on June 18, 2016, the applicant received information from the NRHM
authority, but information furnished in serial No.1, 2, and 3 was “totally
false information”.
In this
regard, the applicant urged the NIC to immediately act upon the authority and
impose penalty against the PIO, officers and staff involved in handling the
case.
The applicant
also requested NIC to direct the NRHM authority to furnish the right
information as soon as possible.
Information
that was sought included incumbency list of ANM, GNM, lab technician and such
other posts lying in the entire community health centres, sub centres and
district hospitals from Grade I - Grade-IV; detail list of various post
appointed under NRHM through departmental examination conducted by the
department and detail list of fund sanctioned by the state and central
governments for NRHM for various proposes.
