In an order
given by the state chief information commissioner, Ratnakar Gaikwad, the MMRDA
commissioner has been directed to ensure that concession agreement and other
details are put up online by month-end.
Concession
agreement, contract agreement, work orders, public private partnership
agreement and other details of Versova-Andheri-Ghatkopar Metro rail line that
were not online, will now be available for perusal.
In an order
given by the state chief information commissioner, Ratnakar Gaikwad, the MMRDA
commissioner has been directed to ensure that concession agreement and other
details are put up online by month-end. The order was given on April 21 on an
application filed by Vihar Durve, a resident of Pune. The order goes on to
state that the compliance of the order should be sent to the commission office
by June 6.
Durve in his
application had sought details of concession agreement. dna had earlier
reported about MMRDA denying to give the information because MMOPL had objected
to it. Calling the information of public interest which will aid transparency
and accountability in the functioning, the SIC stated that it should have been
part of suo motu disclosure.
"It is a
good order. I went to the commission because all this had not happened earlier.
It did not happen because they do not follow directions of commissions and put
up everything on their own. One should not feel the need to file RTI for such
details. MMRDA should put up all these details at such place on the home page
from where it is easily available. They should also put it up on notice board.
Concession agreement, rate analysis, job analysis are information that people
should know. Citizens will also get to know how much earning they have, or else,
it will be come like toll contracts where citizens are paying and no one know
just how much have they paid till now," said Durve.
Dilip
Kawathkar, spokesperson of MMRDA, said, "We will go as per the RTI Act and
the information commission's order."
