Dev chaired 38 functions in 14 months

If one judges competence of an officer with the number of his public appearances, interactions with subordinates and inauguration of new projects, former UT adviser Vijay Dev has then scored better than his predecessor K K Sharma in his short stint of about 14 months in Chandigarh.
Information procured through Right to Information (RTI) Act says about 46 programmes, including inaugurations, meetings and review meetings were chaired by Sharma during his three-year-old tenure. On the other hand, 38 functions related to more than a dozen departments of administration were chaired by Dev during his tenure.
The RTI query was filed with the administration, which instructed about two dozen departments to respond. More than 80 positive replies related to functions attended by both the former advisers were received from the department of forest and wildlife, Zila Sainik Parishad, Chandigarh State Consumer Forum, Institute of Hotel Management, information and technology department, different wings of Government Medical College and Hospital, Sector 32, and Chandigarh Transport Undertaking (CTU).
The replies show that maximum functions, which were attended by both the advisers, related to forest and wildlife, science and technology departments. Sharma had attended 27 functions and six review meetings of the two particular departments and Dev about 15 functions and four review meeting of the same departments. About seven inaugurations of e-sampark centres related to department of information technology (IT) were made by Dev during his tenure and Sharma inaugurated three centres.
Sharma, a 1983 batch AGMUT cadre IAS officer, had been adviser from 2011 to 2014. Dev, a 1987 cadre IAS officer, had spent 14 months in Chandigarh. Dev attended three functions of Chandigarh Institute of Hotel Management during his tenure and not a single interaction and function related to the same department was held by Sharma.
In its reply, the CTU stated that Dev had flagged off about 11 newly-purchased buses and no function, meeting and interaction of the department was held by Sharma.
