A report
obtained under the Right to Information Act (RTI) has thrown light on alleged
corruption in the appointment procedure of assistant professors at Chaudhary
Charan Singh University (CCSU).
As per the
interview procedure, a suitable candidate is judged on the basis of his
performance in the academic record & research programme and domain
knowledge. In the 13 appointments made in February 2015, marks in domain
knowledge were allegedly increased that led to the appointment of these
aspirants.
However, a
complaint was filed against one such aspirant following which the appointment
was terminated. However, the remaining 12 candidates continue to be staff
members.
On February
2, 2015, a selection committee comprising the then vice chancellor VC Goel,
pro-vice chancellor Dr HS Singh, then officiating registrar Prabhash Dvivedi,
then deputy registrar (academic) Harish Chandra and subject experts conducted
interviews for the posts of assistant professors in different departments.
The
appointments were under the scanner and soon after a candidate approached the
varsity Chancellor (Governor) under Section-68 of the UP University Act.
After probing
the matter, the complaint was found to be true. Following instructions from the
Governor House to current vice-chancellor NK Taneja, the appointment of one
Pradeep Kumar was cancelled.
Later, a
city-based RTI activist Snadeep Pahal sought queries under the RTI Act.
"The
replies I got from the varsity are enough to prove corruption behind the
appointments of 13 assistant professors. Those candidates got zero marks under
domain knowledge and teaching experience but were awarded 24 marks in the merit
list. The 12 selected candidates were given 18 to 24 extra marks so that they
could be listed among other candidates of the respective subjects," Pahal
added.
He further
said he would wait for a couple of days to see whether the varsity initiated
any action against those in the selection committee else he would lodge an FIR
against them.
Meanwhile,
varsity sources said before the selection procedure started for any post, it
was mandatory to upload the academic and research performance index of all
applicants on the varsity's website, which was not done in this case.
VC Taneja
told TOI, "Complaints on three cases out of the total 13 have been sent to
the Chancellor. We've cancelled the appointment in one case after receiving
directions from the Governor House, while in two other cases, we've provided
all facts related to the appointments.
Similarly, in
the remaining 10 cases, a decision will be taken by the executive council
(supreme body) of the varsity or the Chancellor. It's now up to the EC what
action will be taken against those who were in the selection panel."
