Now, public services go online

Now, there will be no need to make frequent visits of municipal corporations for registration of birth and death or seeking approval of building map and construction plan or depositing property tax or file an application under the Right to Information (RTI) Act. All these services are available online in all 11 municipal corporations of Bihar, including Patna Municipal Corporation (PMC).
The facility was launched by CM Nitish Kumar on Wednesday, when he inaugurated e-Municipality, an ambitious online project of the state's urban development and housing department (UDHD), at a function. Anyone can register birth and death in his/her family at the click of mouse after visiting the website of their respective municipal corporation.
The facility will be available for municipal corporations in Patna, Gaya, Muzaffarpur, Ara, Bhagalpur, Biharsharif, Darbhanga, Begusarai, Katihar, Munger and Purnia. "In the second phase, these online facilities will be rolled out in all 44 Nagar Parishads from April next," principal secretary (UDHD) Amrit Lal Meena said.
For registration of birth or death, a person will have to first file an online application providing details about the birth or death in English and Hindi languages and upload supporting documents. After that, s/he will have to pay the prescribed fee either online (through payment gateway) or offline (through challan). The applicant will be given an application number that can be used for tracking of the application in future. The citizen needs to submit physical copies of the documents at the Citizen Facilitation Centre (CFC) in the respective urban local body (ULB).
The verification of documents will be done at the CFC counter and supporting documents will be either approved or rejected. The applicant will then be intimated through SMS and e-mail about the approval or rejection of the respective application. After that, the citizen can collect birth or death certificate at the CFC counter or if requested, it will be sent through courier/speed post on an additional charge, a UDHD official told TOI.
Similarly, a person can apply for approval of building map and construction plan or deposit property tax by following an almost similar method by visiting the ULB's website. In each case, after submission of the application and uploading of necessary documents, the applicant will be provided an application number that can be used for tracking his/her application.
"In the next step of reforms, facilities like issuance of licence for opening shops, permission for putting up hoardings and realization of rent will also be available online," Meena said.
