Disciplinary action sought against tahsildar

The Hindu: Karnataka: Tuesday, February 2, 2016.
Hassan sub-division Assistant Commissioner (AC) E. Vijaya has recommended disciplinary action against tahsildar V. Manjunath for allegedly violating the rules of the Right to Information (RTI) Act and flouting laws while discharging his duties.
Ms. Vijaya wrote to Deputy Commissioner Umesh H. Kusugal on January 28. A copy of the letter available with The Hindu says that Ms. Vijaya had recently served a notice to the tahsildar asking for his response to allegations made by three RTI applicants — H.R. Ramesh, Manjunath and Dinesh.
They had accused the tahsildar of denying them information under RTI, and of recommending to the Superintendent of Police to blacklist them for seeking this information.
In response to their complaint, the assistant commissioner had served a notice to the Mr. Manjuanth. The latter, in his reply to the notice, found fault with the AC and asked the senior officer to ‘correct herself’. Referring to his reply, Ms. Vijaya has stated in her letter that the officer ‘had crossed his limits’ while replying to a notice issued by a senior officer. The AC had asked the tahsildar to appear before her for an inquiry. However, the tahsildar did not do so and sent a written reply instead. “After verifying the documents, it is clear that the tahsildar has violated the rules of the RTI Act and took certain decisions which only his senior officers could take. Hence, I recommend disciplinary action against him," Ms. Vijaya’s letter states.
