After the
Prime Minister's Office, there seems to be a similar delay in response to an
RTI application from the president's office. It's been over 140 days and an RTI
applicant is yet to get the details he sought on the 'one rank, one pension'
issue.
Commodore
Lokesh Batra (Retd.), the Delhi-based applicant, had sought information as per
media reports, which stated that four former chiefs of Indian Armed Force had
written to the president requesting him to urgently intervene on the issue of
'one rank, one pension'.
He had sought
information on the date on which the president and the senior most officer had
perused the letter from four former chiefs, complete brief on follow-up actions
taken on the letter giving dateline, records of files and its reference number
along with inspection for the same.
"It has
been over two months after the first appellate authority (FAA) ordered the
public information officer (PIO) to allow me inspection. However, I am yet to
hear about that. Not to say that their language was arrogant when they wrote
'As and when informed by the undersigned, he (applicant) may come and see the
file at convenient date and time'. One expects better precedence to be set by
the president's office," said Batra.
Batra's
application was made on August 14 last year. While the PIO provided the letter
the president's office had received and the one forwarded to the Prime
Minister's Office, no other detail was provided.
An appeal was
made in October. "They, however, gave a reply to an appeal that I had
never filed. I then sent a mail to which a general order without referring or
answering any of my queries was given," said Batra.
