Only 202 trolleys registered in Bareilly, reveals RTI

Times of India: Bareilly: Wednesday, 23 December 2015.
Contrary to the prevalent norm, the town of Bareilly has witnessed an increase in the number of tractor-trolleys plying on the roads. An RTI filed by an activist revealed that only 202 trolleys are registered in the city and are to be used for 'agricultural purpose' only. With a number of tractor-trolleys carrying bricks increasing in the city, question of safety of people has risen. On Friday only, three persons lost their lives after a truck rammed into a tractor-trolley carrying bricks.
The RTI filed by Kumar, secretary of the NGO Jagar Jan Kalyan Samiti, revealed that 40,394 tractors and 202 trolleys are registered in Bareilly and that too only for agriculture purposes. "The difference in the number is self-evident that most of the trolleys plying on the roads are not licensed. Mostly overloaded, these tractor trolleys do not have any registration number also.
The drivers of these unlicensed trolleys indulge in rash driving to save themselves from being caught by policemen," said Kumar. He added that most of these trolleys carrying materials required for construction purposes move during the wee hours of the day.
School children and morning walkers are always at risk due to the rash driving. "It is highly improbable that such a large number of tractor trolleys ply on public roads without active support or connivance of traffic police in lieu of undue gains. Local authorities should ensure that roads are safe from these tractor trolleys and only genuine ones are allowed to ply in specific areas and for a specific time limit," said Kumar.
TOI had earlier reported that on Friday early morning, a speeding truck had rammed into a stationary tractor trolley which was loaded with bricks. Three persons were killed in the incident which occurred at Bada Bypass. Following the incident, Kumar submitted a memorandum to the divisional commissioner, Pramanshu, on Tuesday demanding action against these unauthorized vehicles. When contacted, regional transport officer, RR Soni said, "I have received complaints that many tractor-trolleys which have license for agriculture purpose are being used for commercial purposes. Though assistant regional transport officer (ARTO) administration has been taking action against unauthorized vehicles, we will now take stern action against tractor-trolleys which are flouting norms."
