State Chief
Information Commissioner Th Ibobi has directed Under Secretary (MOBC) L
Ibeyaima Devi to furnish him an affidavit and lodge an FIR at the police
station concerned in connection with missing of a file regarding short tenders
of different schemes taken up by MOBC Department during 2010-11 and 2011-12 .
A reliable
source told The Sangai Express that the directive came after one Ayekpam
Keshorjit s/o (L) A Kunjo of Haobam Marak Irom Leikai filed an RTI application
seeking information on the schemes taken up by the Directorate in the past few
years.
The RTI
application was submitted on December 10 last year.
Although
Keshorjit received the reply of his application on May 27 this year,
information about the short tenders of different schemes taken up by the
Department during 2010-2011 and 2011-2012 were missing, the source said.
As such, on
June 9 this year, he again filed a complaint at the Manipur Information Centre
stating that some important informations were missing.
Following
this complaint, the Commission directed the SPIO/US of MOBC and FAA/Secretary
of MOBC to provide the information to the applicant within 15 days.
However, the
respondents did not comply with the directive of the Manipur Information
Commission, the source said.
As such, the
applicant had to submit another rejoinder on the matter to the Chief
Information Commissioner of Manipur Information Commission on June 28 this
year.
Upon perusal
of records and earlier proceedings of the case, Chief Information Commissioner Th
Ibobi directed the SPIO/MOBC to furnish an affidavit declaring 'lost' of the
file in question and lodge an FIR at the police station concerned to
investigate the matter and identify the person responsible for missing of the
file.
