Over 11,000
appeals have been rejected by Central Information Commission (CIC) so far this
year as they were not accompanied by the required documents.
"As per
record maintained by Central Information Commission since January 2015, 11,328
number of appeals have been turned away," minister of state for personnel,
public grievances and pensions Jitendra Singh said in a written response to Lok
Sabha.
According to
the RTI rules 2012, an appeal can be rejected if it does not contain complete
documents. However, this practice has never been implemented except in the last
few months while chief information commissioner Vijai Sharma was in charge.
Sharma demitted office after completing his term on December 1.
It will be
some time before the CIC gets a new chief as, official sources said, leader of
Congress in Lok Sabha Mallikarjun Kharge, who is on the selection panel, is yet
to make himself available. He had initially said he would be available on
December 4 but later sought a change to December 11.
Data collated
by the Central Information Commission (CIC) revealed a total of 33,692
complaints and appeals remain pending even as the commission continues to work
without a chief for the second time in five months.
The appellate
body remained headless for nearly 10 months after the then Chief Information
Commission Rajiv Mathur retired in August 2014.
