Documents
furnished under the RTI (Right to Information) Act have revealed the ease in
getting admission to medical seats by “parachuting” to a Republic Day parade.
According to rules, there is a 1 per cent reservation for NCC cadets in seat
allotment in Medical, Engineering and Agriculture courses. Making the most of
this system seem to be the Guest Cadets who get a chance to participate in the
Republic Day parade with recommendation, thus bypassing all the hurdles.
According to
GO (Government Order) 75, dated September 8, 2015, those who participate in the
Republic Day camp in New Delhi come under Section B of priority 2 for admission
into MBBS and BDS courses. A good look at the list of NCC candidates who have
applied for medical counselling under the quota reveal that almost all the top
rankers are Guest Cadets.
From
Telangana, the top 7 NCC cadets are all Guest Cadets who have participated in
the Republic Day parade between 2011 and 2015. In AP list, 10 out of the 11 top
rankers are again Guest Cadets. If one has to go by the standard selection
procedure to participate in the Republic Day Parade in New Delhi, then the
candidate has to pass at least five levels.
They include
Inter Unit Competition, Inter Group Competition including written exam and
other Pre-Republic Day tests.
Examining the
complete list of candidates who have appeared for the Pre-Republic Day camp
tests between 2011 and 2015 which was procured under RTI, it is clear that none
of these toppers registered or went through the process. “Huge sums are paid to
secure medical seats in government colleges by becoming Guest Cadets with the
help of recommendation from higher authorities in Defence and government
agencies,” said city-based lawyer R. Gopal Swamy who was instrumental in
bringing out the issue through RTI.
In 2014
alone, out of the 130 plus contingent that went from Telangana and Andhra
Pradesh to participate in the Republic Day parade, close to 14 were Guest
Cadets.
