A Right to
Information (RTI) application has made a stunning revelation of non-teaching staffers,
who are supposed to handle technical jobs, being assigned teaching jobs at M S
University's Baroda Sanskrit Mahavidyalaya (BSM).
The Baroda
University Teachers Association (BUTA), which has received the documents
through a RTI applicant, has demanded resignation of dean of Faculty of Arts,
who is in-charge of BSM.
"On
Saturday, a RTI applicant approached us with a complaint that three
non-teaching staffers of BSM are being given teaching responsibilities since
quite sometime. The technical persons are not only giving lectures but also
drawing question papers, examining answer books and preparing results of
students," said BUTA's general secretary Nikul Patel.
BUTA's office
bearers have decided to prepare a report on this and submit it individually to
all the syndicate members of the university on Monday.
Further, the
non-teaching staffers of BSM have been appointed as dean of sports, dean of
students, senior centre supervisors, convenors of time-table committees among
others - all the jobs that are actually handled by teachers.
"MSU
handbook clearly states that only teachers can be assigned teaching duties.
Such acts are not just against the university rules but also harm the interest
of large number of students," said Patel.
The RTI
documents reveal that the non-teaching staffers were recruited based on a
notification for the posts of 'Upadhyapaka' that was issued in the year
2007-08. They were confirmed in university services in 2010.
"The
documents suggest that they are being given teaching assignments since academic
year 2011-12 which is shocking," said Patel, adding that the notification
clearly states that the appointments are for non-teaching posts.
