Raj Cabinet Approves Draft Bill On 'Vexatious' Litigation.

Vasundhara Raje Cabinet today approved a draft of the Rajasthan Vexatious Litigation (Prevention) Bill, 2015, which forbids people from petitioning in lower and High courts on "unreasonable grounds." 
The bill would be tabled in the upcoming session of state Assembly slated to function from September 16, Parliamentary Affairs and Health Minister R S Rathore said here.
A draft of the Rajasthan Vexatious Litigation (Prevention) Bill, 2015, was approved by the cabinet headed by Chief Minister Vasundhara Raje, he said.
As per provisions of the proposed bill, it would empower the state Advocate General and people to challenge any "frivolous or mischievous" petitions, and get it dismissed in the court, Rathore said.
He categorically said there were many RTI activists, who sometimes use this kind of vexatious litigations due to political rivalry or selfish interest to malign the image of others (politicians).
The states of Maharashtra, Tamil Nadu, Madhya Pradesh, and Goa have already passed this act, he said.
To provide legal status and regularisation stamp to Yoga and Naturopathy centres in the state, the cabinet also approved an amendment in the existing act related to Indian Medicine Act's various section, Rathore said.
The amendment bill will enable Yoga and Naturopathy centres to run legally and with formal policy, he added.
Raje cabinet also cleared two amendment bills related to Special Backward Classes Quota for jobs and education, and on Rajasthan Economically Backward classes to resolve the Gurjar Arakshan Sangh's demand of 5 per cent quota, Rathore said.
Two bills proposes to provide 14 per cent quota on economic background and 5 per cent on special backward classes including Gujjars, Rebari, Kalbelia, ?Banjara, Garia ?Lohar, Devasi, and Gayar, he said.
Rajasthan Agro Processing and Agri Marketing Policy 2015, CM Housing Policy 2015, and Rajasthan Urban Land Allotment Policy 2015 were taken up for preliminary discussion, and cabinet empowered Chief Minister Raje to take up final decision on these three policies, he said.
Rajasthan Sanskrit Subordinate Services Rules, 1978 would be amended so that there could be recruitment of new posts through Rajasthan Public Service Commission, he said.
When asked whether the cabinet picked up notorious criminal Anandpal's flee matter, Rathore said the Home Minister G C Kataria and Chief Minister were dealing the matter at their end
