Navsari judge accused of using fake certificate, probe ordered

Times of India: Ahmedabad: Friday, 18 September 2015.
Gujarat high court has ordered the registrar of its vigilance cell to conduct a thorough probe into allegations that a civil judge in Navsari had obtained a job in judiciary on the basis of a fake certificate in computer proficiency.
Petitioner Jatin Pandya had first complained that judicial magistrate first class Chandani Vyas succeeded in exam in 2011 and joined judiciary. He produced a certificate of CCC examination issued by a private firm in Maninagar Blessing Computer Institute.
Pandya had made this complaint in 2013. But a standing committee of the HC junked it after seeking explanation from the judge. When Pandya did not get any answer, he sought a reply under the RTI Act.
He later filed a petition challenging the judge's appointment and submitted before the court that Vyas was residing in Rajasthan in 2011. She enrolled in the private institute in order to obtain the certificate and actually got on without attending classes. He alleged that Vyas secured the job in judiciary by supplying a certificate fraudulently obtained.
During hearing, a bench of justices M R Shah and G R Udhwani questioned as to why the HC administration did not take any effort to inquire into the matter further and junked the complaint. The HC registrar did not have any answer to this. The bench observed that the allegations against the judicial officers were serious. Vyas, on her part, said that she had no issues with any inquiry, though the complaint was filed with mala fide intentions.
