All this while we have read of former chief minister Digambar Kamat’s brush with Crime Branch (CB) over the missing JICA file and the manipulated replies obtained under the Right to Information Act. Here’s what it is all about.
In his first RTI application dated July 24, 2015, Kamat had asked two questions related to the file notings and the minutes of the Goa State Works Board meeting, which were replied to.
The second application dated August 4 but which was inwarded on August 10 too had similar questions with an additional question allegedly handwritten by MMC Chairperson Arthur D’Silva. It is this handwritten question on the printed letter and different replies to a single question that got Kamat, D’Silva and PIO Udaykumar Mandealkar on the wrong foot.
