The state
information commission (SIC) has issued notices to the secretariats of
Maharashtra governor and the chief minister in a Right to Information (RTI)
appeal filed by city social worker Sampat Ramteke. The appeal will be heard in
the SIC office on Thursday in Mumbai.
Ramteke, who
is president of Sickle Cell Society of India had filed a RTI application before
the office of the governor on March 27 last year seeking specific information
on the criteria and the process adopted by the governor's office for nomination
of 12 members to the Maharashtra Legislative Council. In the 78-member state
council, the governor can nominate 12 as per provisions of clause 5 of Article
171.
However, on
August, 2014, Ramteke filed an appeal before the SIC claiming that nether the
governor secretariat, nor the CMO or any other department concerned passed on
the information he sought on the qualifications, skill profile and work
experience in social field of the outgoing governor's nominees and the
procedure and documentation required for seeking the nomination. Ramteke, who
has been working for decades for getting medical relief for people suffering
from a blood disorder, contends that quite often the governor's nominees do not
meet the essential qualification of having worked in a social field for
requisite years or in the fields of arts or science.
Instead, such
nominations are purely done on political basis and the chief minister's office
exercises a role not even supported by the law of the land. Ramteke's appeal
was considered by the SIC which issued notices on June 24 to the public
information officers of the CMO and the governor's office to be present on July
16 for hearing in the application.
