An RTI has
exposed that the company operating 108 ambulance emergency services in the
state allegedly showed "fake calls" to achieve targets of trips for
payments. However, the firm GVK EMRI denied the allegations.
The health
department's report sought through an RTI shows that from December 6, 2014 to
May 16, 2015, they received 14 calls from the same number with different names
and from different places in Jalore. The phone number was 82*******7 and the
callers were Chaganlal, Surendra, Dinesh, Kishanlal, Mahendra, Chetan, Praveen,
Sushil, Kishan, Ashok, Rajuram, Sunder, Kishan and Nagaras. All of them called
from different places.
The
allegations were made by 108 emergency services karmchari ekta union president,
Virendra Singh Shekhwat. He said, "An ambulance should make at least 150
trips per month, if the target is not achieved payment will be deducted. To
achieve the targets the company showed fake calls. For each ambulance, the
company gets Rs 1,12,500 per month as operating cost."
He said that it
is not just one incident of Jalore when the ambulances received multiple calls
from same number and the company showed multiple trips for receiving payments.
He said that
if such fake calls are calculated, it could give an amount of Rs 76 crore,
which company received from alleged fake calls.
Shekhwat gave
more examples of alleged fake calls. He said the document received from RTI
showed that the company showed that they received multiple calls from
96*******3 by Rocky (March 30,2014), Zafru Khan (March 21, 2014), Vinod (April
10, 2014), Suresh (April 12, 2014), again Zafru Khan (April 14, 2014), Hamid
Khan (April 18, 2014), Pankaj (May 16, 2014), Rakesh (May 21, 2014), Rajendra
(June 2, 2014), again Zafru Khan (June 26, 2014), Zakru (June 30, 2014)and
Jusudan (July 12, 2014) from different locations in Dausa district. Three times
calls received from Zafru Khan from Devren Gaon, second time he called from
Lotwara Ke Pass and third time, he called from Balala Gaon. Shekhwat claimed
that it was all fake reporting and fake calls the company showed to health
department to get maximum payment without deduction.
The company
denied the charges levelled against them. GVK EMRI state head, Subroto Roy,
said, "All those people who levelled charges are all terminated employees.
There allegations are baseless. We are operating ambulances in 17 states,
including Rajasthan."
He said,
"As far as multiple calls from same numbers is concerned, we want to point
out that in a hospital, only one number is used to call the ambulances. Also,
auxiliary nurse midwives also use their numbers to call ambulances for patients
in emergency situations. So, the allegations are baseless."
