Information
sought under the Right to Information (RTI) Act by a social activist has
revealed that a matriculate is holding several top official positions in Jammu
and Kashmir Cultural Academy including the Nodal Officer in Chief Minister’s
grievance cell.
The RTI
applicant Oman Umar had filed an application under the Jammu and Kashmir RTI
Act, before the Public Information Officer (PIO) Cultural Academy.
The RTI
application reads Name of person holding the charge of posts of Vigilance
Officer, Public Information Officer, Nodal Officer for Grievance Cell and
administrative officer.
The applicant
also sought the qualification of vigilance officer, Public Information Officer,
Nodal Officer for grievance cell and administrative officer with photo copy of
certificates.
In its reply
the PIO said: “Mohammad Manawar Khawaja, Administrative Officer has been
assigned the job of departmental Vigilance officer, Public Information Officer
(PIO) and Nodal Officer for Chief Minister’s Grievance Cell in addition to his own.”
The reply
further reads that the qualification of the Administrative Officer, assigned
the job of PIO, DVO and Nodal Officer is recorded Matric with SAC Training
passed in the existing services records of the officer available in the
Academy.
The information
Officer of the Academy however has said in its reply that the copy of the
certificate is not on record in the Academy.
The activist
appealed the Chief Minister Mufti Mohammad Syeed to intervene into the matter.
“How the authorities have assigned the several positions to the person who is
only matriculate. It is sheer violation of the government rules. The Chief
Minister should intervene into the matter,” Oman told.
