RTI applicant runs from pillar to post, no reply

An RTI application filed on December 15 by a Dhankot resident before the public information officer (PIO), is yet to get a reply from the public works department (PWD) of the government.
In the application, Kamaldeep Gaur, the applicant, enquired why the road development project was approved without acquiring the 50 acres of land required in Dhankot through legitimate means. He asked nine questions to understand the project stages. The project is meant to expand the two-lane road that connects Gurgaon with Jhajjar via Farrukhnagar, into a four-lane state highway. Residents claim the government has encroached upon the borders of agricultural fields to expand the road, without acquiring the land from its rightful owners.
Gaur told TOI that PWD officials told him HSDC (Haryana State Roads and Bridges Development Corporation) is a position to reply to the application. When he approached HSDC, they told him it is the PWD that is the right authority to seek a response. That is when he filed the first appeal before superintending engineer (SE) of PWD on January 21. "On two separate occasions, the office staff of PWD told me that my case will be heard by the SE and accordingly, I will be given a call. However, on both occasions, the hearing was cancelled at their behest," said Gaur. Last month, he was allegedly assured of being informed about a hearing soon, via a letter. It did arrive, but ironically, reached him two days after the scheduled hearing date. "They sent me a letter on April 3 that reads the meeting was to take place on April 1," he said.
No one from the superintending engineer's office could be contacted for a reaction.
