The Punjab State Information Commission has
ordered the public information officer (PIO) of Mohali SSP Gurpreet Singh
Bhullar to appear before it on May 5 to explain why a Mohali resident was not
given information he had demanded under the RTI Act within the stipulated
period.
Balwinder Singh, an RTI activist and district
panchayat union president, had filed an RTI application seeking information
about the process, procedure and steps taken by the police to find the accused
who had attacked his family in 2014.
Singh had lodged an FIR on May 8, 2014, in which
he alleged that six unknown persons stormed his house in Kumbra village and
used derogatory and casteist remarks against his family members. When the
police failed to arrest the accused, Singh filed an RTI application.
Singh asked for the certified copies of the
investigation proceedings or action taken by the cops. The Mohali police
authorities failed to give answers within a month, a violation of RTI rules. He
then moved the commission.
The commission directed the PIO or first appellate
authority or any duly assigned officer to appear in person before chief
information commissioner Dr S S Channy. The PIO was also directed to file a
written reply within 15 days.
A Mohali police official said, "We are doing
our best to trace the accused. The information required will be passed to
Balwinder Singh."
