Governors of most states yet to submit scheduled area's Report.

Governors of most states with sizeable tribal population have not sent the annual report on the administration of tribal-dominated Scheduled Areas to the President for the past two years as mandated by the Constitution. 
An application filed by ET under the Right to Information Act reveals that seven months after the deadline ended for 2013-14, governors of only two of the nine states had sent their reports. 
As per the reply from the tribal affairs ministry, the nodal ministry, while the governors ofHimachal Pradesh and Rajasthan complied with the requirement, the governors of Andhra Pradesh, Chhattisgarh, Gujarat, Jharkhand, Madhya Pradesh, Maharashtra and Odisha did not send the reports. The governor of Telangana, is required to send the first report for 2014-15 until the deadline of September 30. 
Para 3 of Fifth Schedule of the Constitution lays down, "The Governor of each State having Scheduled Areas therein shall annually, or whenever so required by the President, make a report to the President regarding the administration of the Scheduled Areas in that State and the executive power of the Union shall extend to the giving of directions to the State as to the administration of the said areas." 
The reports are considered vital as the governor is expected to make an assessment of the administration of Scheduled Areas and send an annual report to the President.
