Inquiry sought into corporation’s lapses

The Karnataka Information Commission (KIC) has directed the Principal Secretary of the Urban Development Department and the Directorate of Municipal Administration to appoint a senior officer of the Joint Secretary level to inquire into the lapses committed by the Kalaburagi City Corporation. Stringent action must be taken against the officers responsible for the abnormal delay in providing information sought under the Right To Information (RIT) Act, it said.
State Information Commissioner Shankar R. Patil, in an order pronounced in an open court on January 22, imposed a fine of Rs. 5,000 on the Health Officer of the corporation Hanumanth Gowda. Mr. Gowda, who is also in-charge Public Information Officer, failed to implement the directions the commission issued earlier, he said.
It also passed an order asking the corporation to pay a compensation of Rs. 2,000 to petitioner Sangamnatha B. Hiregowda.
He had filed an application under the RTI way back in November 2011, seeking information from the corporation about the procedure followed for hiring tractors to shift garbage from the city to a land fill site, the number of tractors owned by the corporation etc.
After the city corporation authorities failed to provide the information , Mr. Hiregowda filed an appeal before the KIC and the Commission.Order
The State Information Commissioner, in his order, noted that the commission issued orders in July 2013, December 2013, April 2014, June 2014 and October 2014 directing the Corporation to furnish all information sought by the applicant with intimation to the Commission.
However, the information sought by the applicant has not yet been provided. The case is posted for further hearing on March 2.
