An associate
professor in the chemistry department of the Post Graduate Government College
in Sector 11 here allegedly claimed double remuneration by showing his presence
at two places simultaneously. On the basis of information acquired under the
Right to information (RTI) Act, city-based lawyer SP Sharma took on that Anil
Kumar Singh Mankotia claimed salary for duty as deputy superintendent and for
spot evaluation at Panjab University (PU).
Data reveals
that Mankotia showed his presence in
PGGC-11 as
deputy superintendent in centre 19 in the annual examinations held from March
2014 to June 2014. He also claimed remunerations of spot evaluation showing his
presence in PU. He also claimed Travelling allowance (TA) from Panjab
University.
Sharma
alleged that both duties had the same timings. The information pertains to the
months of May and June.
Sharma said
JS Raghu, principal-cum-chief coordinator (PU examination), was notified about
this. Mankotia was working under his supervision and Raghu paid him for his
duty as DSP.
Sharma told
HT, “I have also written to the UT education secretary, director of higher
education and PU registrar, seeking disciplinary action against Mankotia.”
As per PU
norms, a teacher cannot leave the examination centre during his duty time.
Similarly, a teacher on spot-evaluation duty also cannot leave. However,
Mankotia maintained that he had indulged in fraud.
“The timings
with PU are flexible, and I used to go to check answer sheets before and after
finishing my job as deputy superintendent. I checked the answer sheets as PU
authorities gave them to me.”
Contrary
Mankotia’s claims, PU controller Parvinder Singh said, “There is no flexibility
of timings. One can check answer sheets only during the prescribed timings. We
received the complaint and have asked the college for a reply. After that, we
will act accordingly.”
